If I remember correctly I helped a guy a couple months ago that had a similar problem. I don't remember the exact symptoms of his boost problem, but I know he had low boost. It turned out that one of his oxygen sensors was malfunctioning and causing a lean condition that was enough to cause the APC to back off the boost, but not enough to trigger a CEL. It's really hard to say without being in the car, but it would seem to me that a boost leak big enough to blow half your boost pressure would make enough noise for you to hear it easily, and most likely wouldn't coincidentally revert to base boost. I think your problem lies somewhere in the engine management system. Have you tried disconnecting the wastegate actuator and driving to see if you can get more boost?
