Hang on...are you saying that you're able to turn the radio on without the key in the ignition, or that you already have it on while driving and it remains on after you've shut off the car?
If it's the first case, that might be normal, as others have noted. You're supposed to be able to turn the radio on for an hour at a time with no key, but of course it's possible to drain your battery by doing that.
If it's the second case, then yes, there is some kind of flaw. My ignition switch occasionally fails to pop up, so from the sound if it I should try cleaning it too.
