If the car has not seen a real Saab mechanic since it left the factory, all valve cover bolts are more or less unscrewed at this time.
When you tighten the bolts down to common sense torque for an 8mm bolt, they will not come loose again.
The official torque spec is a little bit on the lite side to keep them in place and that goes for both valve cover and IDM.
