You can try taking the passenger side kick panel off to access that area behind the controls. The shaft behind the knob on the right is a thicker (1/2" or so) shaft that is usually white. The common analogy is that it is like the spring loaded holder for a roll of toilet paper. The spring holds it into place between the knob and the dash.
Try turning it to see if there is an obstruction, or if it isn't inserted correctly into either end.
You can pop the controls out but I found taking off the kick panel is the easiest way to hold that shaft into place while reinserting the control box. The knob is particular about how it goes onto the shaft so my guess is that it isn't on quite right.
It is a mechanical fixture so either the knob isn't on right, the shaft isn't on right or there is binding in the vents preventing it from rotating.
Check the knob first, though.
