It sounds like a parking brake problem. I would assume, since you don't use the hand brake, the drums are rusting and the shoes are beginning to stick on the drums. My parking brake is a little out of adjustment, and I notice significantly more holding capacity in reverse than forward motion, so this would explain why you can't reverse but you can break them loose if you pull forward.

If your cable is still working free, you may want to try doing several stops with the hand brake. You could even pull the brake lever up just enough for you to feel a drag while your driving down the street, and hold it there for a few hundred yards, then repeat after giving them some time to cool back down. The idea is to get some good friction and *normal* heat between the shoes and drums to clean up the surfaces. You probably won't be able to really clean up the drum surfaces this way (depending on how bad they are), but you'll definitely renew the shoe surfaces. If you do this every so often, you should be able keep the shoes and drums functional.
