1/2" = 12.7mm, that might possibly give you the grip you need. Six-point sockets would be mandatory rather than 12-point in this case.
AFAIK, the heat shield mounts with a stud, not a bolt, so you're actually trying to loosen a nut on the end of that stud. Have you soaked it in a penetrating catalyst such as PB Blaster? Another suggestion would be to heat the nut with a torch in the hopes it'll expand enough to loosen, but use caution as any penetrant you've sprayed is likely flammable.
There's also a chance you might break the stud, which would let you get the heat shield off at least, since it's otherwise just clipped into place. You can get replacement studs and nuts from eEuroparts for a couple bucks.
