The first stage of opening the top is the 5th bow latches unlocking, then the motor transferring hydraulic fluid to the 5th bow cylinder, which raises the 5th bow. If the locks are not letting go, maybe the whole thing is just out of sync and a trip to the dealer for a recalibration would fix it. The first thing I would do, though, is check the fluid level in the motor. This process is well documented here on the BB, so do a quick search for it.

If the locks open up, but the 5th bow can't raise itself, then you could have a problem with the cylinder itself, the hydraulic line that goes to that cylinder, the motor itself, or a microswitch. If the locks do open, try lifting the 5th bow manually, then trying the switch again to see if the opening cycle will finish. That could eliminate some options.

If the locks don't open at all, I have no idea where to go from there. The locks are actuated by cables that are powered by the motor, so maybe a cable broke? Haven't heard that happen before, but I guess it could. The whole top opening process is very logical and once you understand it well, the system is pretty easy to troubleshoot.
