Some of this my not apply to you, please don't take it personally...
I am not aware of any street-legal HID kits that can do what you are describing. 99% of the aftermarket single bulb systems I have seen have a specific part for either high or low beam. To get both high beam and low beam in a single bulb, there is a mechanical projector-lens system that changes the beam pattern. The reason for this is due to the warm-up time required for HID lights. 10-30 seconds or more before they reach full intensity. So there is no way you can power them off/on while driving i.e. switch from one to the other. There would be a dramatic loss of light while the other HID bulb warms up.
Now moving on to the widely available after-market retrofit kits that are NOT street legal: they are just the bulb itself and not the entire lens and projector system. These are totally illegal and can blind oncoming traffic. They are either on or off, there is no way to do high/low beam. (If you look carefully at the halogen bulb that was removed, you will see a curved piece of metal that completely blocks the light above a certain line so as not to blind traffic.) Now, even if you did buy a kit that has the projector lens and motor for high/low, then you can still be illegal if it is mounted inside of the stock lens, even if the reflector is removed. This is due to the front pane of glass changing the beam pattern. But I am quite sure that there is no such kit available in the US due to legal issues. Modifying factory lighting is almost always illegal.
I rant slightly on this because I am really quite tired of being blinded by aftermarket kits that do not have the proper low-beam cutoff required by law to not blind oncoming traffic. Again, 99% of aftermarket HID conversions are simply an on/off system that basically acts as a continuous high-beam.
