No start 900S

I have a 94 Saab 900S w/206k. It ran fine until last week. Every once in a while, I would get a CEL, but it never stayed on long enough to get to a mechanic. The previous owner told me that the CEL was on and they replaced some vacuum lines and it went off. I ran an errand and then a few hours later went back to start the saab and it wouldn't start. It would turn over but not start. I tested power at the fuel pump; no power there. Then after changing out relays and checking the fuel pump fuse, I looked at the CPS and noticed that its harness was completely destroyed.I was able to find a CPS out of a Saab 9000 2.3 t that was an exact fit. I swapped out the CPS and still no start. Voltage at the fuel pump was like 2 volts. I am at my wits end with the saab. I have replaced the sparkplugs and distributor in the past 6 months. The fuel pump fuse was fine as well. After reading on here, I believe that the fuel pump relay sits under the dash? Though I have also read conflicting info that starts that it is under the passenger side foot well. Can someone tell me where this relay is located? If it is under the driver's side steering wheel, then I have swapped all of those relays. Since the pump is getting no voltage I am at a loss. If I can't get it running then its gonna have to be towed to a mechanic. So far I've been at it for 3 days with no luck.
