Oxygen sensors operate between 0.1 and 0.9 volts, with 0.5v representing the high side of the stoichiometric ratio. If an oxygen sensor is failing it can send a voltage unrepresentative of the actual oxygen content in the exhaust stream. It's possible for the sensor to send higher than realistic voltage to the ECU which would result in a lean condition as the ECU seeks to remedy the perceived rich condition. Likewise, it's also possible for the oxygen sensor to send lower than realistic voltage to the ECU which would result in a rich condition.

In this case however, the diagnostic clue is the fact that the APC system is allowing full boost for the first two minutes the engine is running, while the oxygen sensors are in "open loop." We know the APC system monitors detonation and allows boost to build until detonation is detected, at which point the APC retards boost until the detonation is eliminated. We also know that detonation is most often a result of a lean condition, and we also know the oxygen sensors are the final checksum of the air fuel ratio. Every other aspect of the APC, and engine management system does its job regardless of the temperature, the oxygen sensors are the only part of the equation that need about two minutes to warm up before they begin "closed loop" operation. A process of elimination would tell us that if the APC system works without fail for a specific period of time, it must be doing its job and the boost is being limited intentionally.
