Problem shifting to lower gear

Hello Saab owners,
My 1995 Saab SE is leaking coolant and I was told that I need a new radiator; The leak however is not in the radiator but the gasket that connects the coolant reservoir is damaged. (I am not sure if I am rightly advised about changing the radiator)
I do have an issue that should be related but I am unsure. When I slow down, stop or shift to a lower gear after driving at continuous steady freeway speeds, the car engine rpm starts fluctuating (like the car is having hiccups). This does not stop till I turn off the engine. I start the engine again immediately and everything is back to normal.
I brake to lower my speed and then change to the appropriate lower gear. I have noticed that when I press the clutch to shift to a lower gear, the revs on the rpm meter shoot up and then my problem happens.
What could be the problem(car or the way I shift down)? Please suggest!
