Although we focus on the mechanical, buying a 1999 means prices can range from scrap to $7,000 depending on physical condition. If it really looks pristine, the cost of mechanical repairs are minor in comparison to body work and interior trim issues. Also once original factory finish is messed with it is very hard to ever get it right.
I drove a perfectly reasonable 1999 9-3 convertible last spring at a used car dealer. Their price was $7,900. Really that was too much as the car was not pristine.
Bottom line, if you like it and it truly is pristine, $3,500 is still a bargain. As others have said you need to take it for an indendent inspection to assure there are no surprises in the areas you can see
