You hit the top of the tank with the mallet, through the access hole?
I think the idea is to strike the bottom of the tank, since that's where the pump actually sits. There's even a circular bulge, about 6" in diameter, that should be visible in the center of the tank. By bumping it here, the hope is that the pump motor will shift just enough to make better electrical contact and get it running.
Obviously you can't very well be under the car with the mallet and inside cranking the starter at the same time, so an assistant is necessary.
In my experience, the pump should prime every time you turn the key to 'ON,' regardless of how many times you do it, though sometimes it may be quieter than others. If you want to confirm whether or not the pump has failed, rig a jumper wire to its fuse as described in the linked post.
