Read the FAQ, but I'll give you the brief synopsis here:
There are TWO separate, independent things going on inside the "all-in-one" remote key. There is the transponder function, which authorizes the key to start the car, and there is the remote function, which locks & unlocks all the doors, and the trunk.
The early 9-5s had separate keys, and remotes. Also, the alarm was optional in some markets in the early years. Thus, it is possible to program the transponder function to the car, but not necessarily the remote function.
Try this: Put the key in, start the car. Wait a minute or two, then press and hold the trunk key on the remote, and watch the SID display. You will see something like the pic below. See what it tells you.
So, that is one possibility that the remote is simply not programmed to the car.
The other is that there is something amiss in the remote receiver system That is a separate box located in the car someplace. I'm not sure where on the 9-3, but it is in the center console for a 9-5. This is separate from the TWICE unit.
Have you replaced your key and TWICE unit recently? Did you get it from the same area you live in? (e.g. USA for a USA resident, Europe for a European resident?) If not, there will be a problem, because the remote part of the key works on different frequencies in the US vs Europe.
Oh - and I hope you have more than one key/remote programmed for your car!
