I don't know of a test and had asked the same question, but the intermittent no start problem can definitely be caused by the ignition switch. That's what finally fixed the problem on my wife's car after three winters of chasing the problem, which looked like the fuel system all that time.
The only workaround that ever worked for us was to disconnect the battery, wait about three to five minutes and then reconnect it. However, at the end, even that didn't work.
The ignition switch isn't that expensive, although I don't know how hard it is to do yourself. My tech said it books at three hours labor and the part is $140+ dollars for the SAAB part and $100 for an aftermarket.
