Had this happen on my 96/900s. Before I fixed my A/C, I hadn't noticed that my A/C on button was engaged. This cause my RPM to increase with AIC valve thinking there was an extra load on the engine. and cause higher shifting RPM. I don't think this would apply to you 2001 car though. I do know that I have to shift a bit slower with all my Saabs. Clutch, wait, Shift, neutral, Engage. You just can't speed shift. If this year car has an AIC valve, clean it out. It could be dirty and binding.
