Testing Instrument Panel Bulbs

I purchased a used speedometer cluster for my 99 9-3 to correct a faulty temperature gauge, but since the other vehicle was in an accident several of the bulbs did not function. I tested the conductivity through the bulb by placing the leads of my voltmeter on the circuit board with the bulb in. When I received no signal I pulled the bulb and used one from my old cluster assuming that it was not functioning.
After reinstalling the "new" cluster in the car I noticed that the oil light never came on (motor "off" ignition set to "on") so I'm guessing I have a bad bulb in this location despite my testing. Is there an easier way to test a bulb to make sure it is working? This would save me the time pulling the dash apart to replace a burnt out bulb.
