Yes, all of those components are there for the handbrake. When you removed the caliper, you must have removed a spring. At that point, you should have slacked some of the cable such that the brake shoes did not push against the rotor so much. When you are pulling on the rotor, you are also pulling on the brake shoes and related hardware. See link for reference as you may have to rebuild parts of your handbrake mechanism.
