Yes, that picture does show a beveled edge as I understand it. That could also be described as a chamfered edge.
But a normally worn brake rotor looks like this - note the 'lip' that protrudes outside of where the pad has worn away the contact surface.
To resurface a rotor worn this way, the lip would first need to be ground down to the same thickness as the worn area, then the entire surface could be machined flat. Relatively simple, but of course this only works if the resulting thickness is still above the minimum spec.
