If I remember correctly, soft top failure can be the window not locking into place or the tonneau motor unable to work. I've got a '95 vert.
I'd check all the sensors, it doesn't sound like anything other than the sensors or the tonneau motor. Check to see if the bar from the tonneau motor to the U joints isn't twisting or that the motor itself is engaging. The motor is on a hinge and the motor can move out of alignment so the gears can't engage. On my car the previous owner used zip ties to keep the gears engaged but also meant that I couldn't manually open the tonneau or close it.
Apparently, another common issue is the u joints breaking but I'd start with the gears. Swedecar has a picture showing the gears out of alignment.
