Just last week my temp gauge was rising very slowly to 9 o'clock then occasionally drop and rise again. I replaced the sender - about $30 - and it's ok now. This is the one that screws into the driver's side of the cylinder head and has a short wire going to one of the three connectors above the t-stat housing.
With the fan, my high speed was turning on but not low speed so I replaced the resistor - a few dollars. If it's not turning on at all, I guess that could be the motor or relay. See if there's a fuse. With no fan, you have a better chance of overheating and with a bad gauge you may not know it's overheating until it's too late.
