Road force numbers needed

What are the acceptable road force numbers for 16" tires on a 2000 SE?
I just installed new General Exclaim UHP tires from tirerack. The road force numbers for the left side were 3 and 5 pounds, the right side were 12 and 15. I had a steering wheel shake and swapped the right side wheels and the problem disappeared from the front (now I know which tire is the problem). I contacted tirerack and they said performance tires should be 15 or less (go figure borderline on my car). They will accommodate any way they can but I was wondering if there is a number that SAAB specifies as acceptable. Thanks
