I have had a vibration in my steering that I think is due to a bad rack(makes clung sound and has obvious play)

As I was turning the steering wheel back forth right to left etc like 2CM. I could see the very top of the strut mount rubber to the strut tower seems to have a small gap and I can see if moving when i move the steering back forth (i have koni sport struts and lowering springs) . I can also see that it is not tight.. when I move the car up and down on the suspension. I will check the top strut nut for torque spec is 65lbs. could this be the cause of the random (steering shimmy goes away when I turn the wheel) on center steering shimmy?

Or are the strut mounts shot?

I assume there should be no play
