I thought I was going to have to have this done on both the back two shocks but on further examination it was only the undercoating that was lifting up and no actual rust (or no substantive rust) had occurred.
However, prior to learning this, I took the car to Auto Rust Technicians (Cranston, RI) and they gave me a quote of $450 to do the job including replacement of the shocks. I thought this was a pretty good price. I had gone to another standard body shop and they told me about $900. Both places told me they have done a lot of these repairs on Saabs, BMWs and other autos. (my wife's former Plymouth Voyager had a similar problem)
The basic process by these companies was they would clean the area down to bare metal, then weld in a plate (I believe on either side), undercoat it, and replace the shocks.
Fortunately I didn't have to have it done.

the point is that it is repairable.
