Voltage regulator

Can someone clue me in on where the voltage regulator plays into the charging system? Is it inline after the battery? I am aware that the alternator charges the battery, and the battery supplies power to all the components...but where does the voltage regulator play into the electrical system. I have a 97 ng900 turbo. It is having voltage spiking and dipping issues. Before I rip the alternator out for testing, I would like to do some more electrical system testing to see where my issue is. The battery is fairly new. So I am under the assumption it is functioning properly. My climate control system is cutting in and out, and when I use my turn signals, I can see the dash lights dimming and the engine idle
fluctuate. Thanks in advance.
