Many newer Saabs, with either engine can have this problem. Basically, you'll need to repair or replace the fuel pump assembly in the tank. Most often it is the non-return valve in the pump assembly.
My dearly departed 99 9-5 LPT did this. On a low tank, it took more cranking to get it started from cold than on a fuller tank. Starts after the motor was warm were usually OK, depending on how long the car would sit.
The cheap solution is to not let the tank get below 1/2 until you can afford the repair or replacement.
