I've done both - drop tank and cut through. I preferred the warmer, cleaner, safer method of cutting an access hole under the rear seat. Decent metal shears, even tin snips cut through with little difficulty and no risk of spark. From there, the hardest part was negotiating the assembly out of the tank (and then back in). No need to replace the whole unit, just be gentle with it.
