1999 9-3 fuel pump?

I had my fuel pump replaced in April and now I'm having several issues that may be related? The major problem is that I have had a problem pumping gas into the car. There are times when I am one hundred percent sure that the tank is nearly empty but the pump shuts off right away - as if it's full. Then, gas starts overflowing out of the tank down the side of the car. It's not too much fun.
Also... lately the car is running really rough. There's a variety of problems. The engine sort of races, like the car wants to choose it's own speed. It will go about 35 mph without me pushing the gas pedal at all. Beyond that, if I stop at an intersection on a hill, the car will die as soon as I try to go again. Just completely shuts off and I have to put it in park to start again. Today I actually had to reverse out of the intersection because of the hill. It's incredibly frustrating. Does anyone know if these problems are directly related to the fuel pump? If so, should I return to the same mechanic and ask him to fix free of charge since the complete assembly had been replaced in April... ?
