Tensioner Pulley?

So I was installing a new evap purge valve and was looking at my belt still in the OEM configuration and noticed that the belt was about 1/5th of the way off the tensioner pulley (just hanging off the side a bit) so I loosened the tensioner and slid the belt back on, started car - it slipped back to hanging off - so I bought a short belt and bypassed idler pulley above crank pulley and installed everything - belt seemed tight enough, but when I start the car the new belt went right back to being 1/5th of the way off the pulley! So is this normal? Would a new tensioner & pulley be the cure?
Also the new belt is 2479MM long, if that info helps at all.
