I have a 2000 9-3 base model (non SE) and like yours, it did not come with door speakers (woofers) or the additional amp. The wiring was there, however, waiting to be used.
I ended up adding full-range speakers to the doors driven by an additional amp. Some people mount an additional amp in the hatch area or under the passenger seat, but I was3 able to find a small MTX amp that I was able to fit behind the center console kick panel in passenger footwell with a makeshift bracket. In terms of hooking up the wiring and connecting it in to power-on of the head unit, I followed the instructions on the Saab Audio Guide.
