Even if you don't know anything about Saab's, they are just the same as any other car and when looking for a problem, you have to be sure of what you are doing and perform testing in a certain way.
So when you first say you have no power at fuse 16B (I assume, not 16a), that info would take us fault tracing down a certain path and we would waste time if it later on turns out that you do in fact have power at fuse 16B.
So that's why I also suggested to check for power at fuse 32 while cranking over.
But all this is wasted time if the test light is not making good contact or the bulb in test light suddenly decides to burn out and so forth.
Believe me, I have many times thought I tested a circuit correctly and it turns out that the test light didn't have good ground at the time. So now I always test the test light first at a known good source before I go for testing the fuse in question.
