98 900se low power

it's been a long time since I have been on this board, and even longer since I have owned a 900 turbo, but I just picked up a 98 SE conv for my wife. the car runs very good, but just seems like it is slow! the boost gauge does not hit the red, generally it stays in the middle. I have owned many Saabs over the Years but my last 2 were Aero's and they were a few years back, but they would have walked all over this car. My last 9-3 was a 2000 and it flew, I know the 98 doesn't have the 200+ hp of the others but I am struggling to bring back my knowledge of the Saab and where to start.
the only issue with the car is it starts hard, you need to crank it for a bit, the car has 142k on it, burns no oil, no leaks etc. idle is good and stable. and no rattles from the chain!!!
I will probably start with changing the fuel filter, and I suppose I should confirm the waste gate is not stuck open. any thing else? where should the boost needle run on this car? My aero went into the red then backed off.
