In my 2001 convertible, I believe each window switch individually had the express down feature. Also, the window button next to the top switch should open all 4 at once and also has the express down feature. These switches were a little different from what your '95 has. There is no detent in the switch, so you can't feel the "click" when the express down is activated. If you hit the switch quickly, you will activate it. If you hold it for a sec, the window won't go down all the way.
