If it's only blowing smoke after sitting overnight, that's not all that bad. OTOH, if it's actually passing the oil all the time and you just don't see it when it's hot (burning off slowly) that's not so good.
Whether or not you can pass BY inspection is something I can't answer because there are two variables involved: the first is mentioned above; the second is what NY actually tests... do they stick an emissions testing rod in the tailpipe every year? If not, you could bring it in hot and they'd likely not notice. Be aware that if there is oil passing out the turbo, it will eventually cause the cat converter to fail, and that is very expensive to fix.
But, back to the issue... how about a used turbo? You should be able to get one from a junked car with reasonable (80-90K miles) for fairly short money. The installation is not that big a job. Turbos seem to go for about $150 to $300 from the junkyard. I'd make a wild guess that installation is only two hours at most. That would bring the cost into the $300 to $500 range depending on labor costs and final part costs.
