Sand with #400, or lower if you need to remove scratches. Get a primer and paint at your local auto parts store that is designed for plastic painting.
There's not a lot of flex in these (hard plastic), so I would not be too concerned about using a paint that isn't specifically designed for plastic work. You might be able to match the color better with a "wheel" paint and most of those are for metal. You could also do a contrasting color for something more interesting.
