Whirling noise, burnt plastic smell

My car has been developing a whirling noise recently. I started noticing it after leaving the car at the airport for a week. The whirling noise is especially loud at first crank, but goes away for a bit after the car get going, and it sometimes come back when I am at a stop light...(not always) It doesn't not appear to follow rpm. From inside the car, it sounds like the whooshing sound of the intake with turbo, but I can't seem to make the noise change with pressing throttle in neutral or moving. Also, the noise appear to disappear after I start moving above a certain speed.
This morning, after driving 10 minutes to work, the whirling noise is still there, but along with it, I now have a burnt plastic smell with black smoke coming from the passenger side of the car after I lift the hood. The weather isn't good (raining hard right now), but I'll take a look when I get home. I am assuming one of the acessory drive component is seizing up and causing friction with the belt.
I also suspect the turbo. I ruled out the cabin fan because I turned off the AC completely and it didn't make a difference...
Any suggestions as to what else to look for?
