Don't let issues with the car stop you from purchasing and every 2002 or 2003 Saab will need some sort of work, unless it's been owned by someone like one of us, since new. Just evaluate the problems, decide what they cost to repair, and post here for advice if you need it. Then decide if it's worth buying. Expect to do some work on any car you buy, even if it's just some relatively basic maintenance like idler pulleys, belts, etc.

Keep in mind that a 2002 or 2003 has a possibility of a sludge problem. It's best to buy one with records that show the oil was changed regularly. Finding one wit PCV Fix #6 is best too. Of course, now we've taken your hard-to-find 2003 or 2003 manual convertible and made it about 10 times harder to find. Most all of these cars were leased by a business when new, resold at 2 or 3 years of age when the intial lease was up, and are now being sold by the second owner. Do a CARFAX on anything you buy.

How many miles are you expecting to find on the car you buy? What area of the country are you in?
