I'm 100% confident. I have a Viggen steering wheel and airbag on my 1997 900, and I had to swap the upper half of the steering column in order to get it to fit. I was the first one to do it, as far as I know, but a few others have done it since. The splined end is a much different diameter on the later model cars. If you check the Saab EPC, you'll see that the same steering column was used from 1994 through 1997, and a different part was used from 1998 through 2002.
