...or maybe they are on a non-Viggen. When my rear rotors were exceptionally rusty on the outside it was because the pads had seized in the caliper.
As with my old SPG, I'll now take the brakes apart to clean and grease whenever I change tires, snows/summers. I also put some brake fluid behind the piston boot and work them in and out a few cycles to ensure that they don't seize. I use a fine syringe for this and just pierce the seal. One thing i will try to avoid is rebuilt calipers....they never last more than a couple of years and that's a royal pain!
As others have said, anti seize compound is your friend. I use it on the flange of the hub too but sparingly. Never had a wheel stick and my car too has a high salt diet.
