That depends on which engine and transmission you have (for example - Viggens boost higher than non-Viggens, and autos boost a little lower than 5-speeds), where you are located (the air in colder climates boosts higher and the intercooler has less heat soaking), how old the engine and turbo are (a worn turbo boosts less than a new turbo).
Showing vacuum is normal when the turbo isn't providing any boost. As a matter of fact, the best gas mileage occurs when you're not boosting.
Base boost it around .4 bar (5.9 psi) and full boost varies from .63 bar (9.25 psi) to .97 bar (14.3 psi) depending on the car/transmission. Max boost is limited at 1.05 bar (15.4 psi); at that point the ECU will do a fuel cut. The ECU also detects engine knock (caused by using lower octane fuel) through the DIC and will reduce timing and boost to save the engine.
Finally, any leaks in the charge pipe system (turbo >> intercooler >> throttle body) will also reduce boost, so make sure that you don't have any leaks there. You can test the system, by disconnecting both ends and plugging them, using a Schrader valve ($3 at Lowes) on one end to apply air pressure and monitor the system for leaks... Ron
