Just plain white is best...

I have used the 'blue' lamps (Sylvania Cool-Blue), high intensity white (PIAA Super-White), and I have used the 'selective yellow' (Philips All-Weather and Hella All-Season). For my money, I believe that the plain white halogen bulbs or halogen with Zenon gas give the best results.I found the 'blue' bulbs to be Ok in dry weather, but to have a lot of glare in wet weather. The PIAA were over priced and gave no real benefit beyond regular white bulbs, in fact the headlight beam had a more pronounced 'hot spot' in the center that was annoying to me. The 'selective yellow' headlight bulbs were an advantage in wet weather by producing less glare, but the selective yellow coating also eliminates some of the light therefore they are less bright. I DO use 'selective yellow' Philips All-Weather bulbs in my foglights and they work great.
