Boost LOWER after disconnecting wastegate hose???

Hey,
I've been having a feeling the car ('97 900 turbo) doesn't boost quite right (about 3/4 into the yellow), so I did the test I found on this board where I disconnected the middle BPC hose (the one going to the a cylinder connected to a rod above the turbo - thats the wastegate right?).
Funny thing is, I not only do not reach the fuel cutoff, but there are no gains whatsoever, in fact im pretty sure the car is slower (maybe just over 1/2 yellow). This is not just subjective, I connected the OBDII to my phone (there is an android app - Torque) and I got a max HP of 75 (vs 79 which is what I got when I reconnected the hose).
Note that this is HP at the wheels, subject to car's weight etc. so the calculation may not be correct, the point is that one reading was lower than the other.
Note also that I had a lot more time at WOT with the hose off, and that both runs were done on a freeway.
This is contrary to everything I've read here. Any ideas??
I'm gonna try to get the app to graph boost levels vs. RPM with the hose on and off tomorrow and post here
