Based on my experience with my 9-3, I can think of four possibilities. The fuse in the panel is blown. The resistor pack next to the blower motor is bad. The fan switch in the control module, just behind the knob is bad. Last, the blower motor is gone and needs to be replaced. I have a post a few threads down on the resistor pack. My suggestion would be to check the fuse first, if that is OK, then pull the wiper blades, cowling and cabin filter to look at the blower and resistor pack first to see if anything looks amiss and clean it up a bit.
When my fan switch died, I lost position 2 on the fan. With my resistor pack down, I don't have speeds 1 & 2 and for some reason my a/c compressor doesn't engage on position 3 and 4. It does on 1 & 2 because I can get cool air from the vents at speed with the a/c button on and recirc off (ie the moving car is pushing air through the vents). From reading other threads on the resistor pack its odd for the fan to work in position 3, only in 4.
