Is this a 9-3 Sport Sedan?
The steering wheel doesn't lock on the NG900 or OG9-3 models when key is removed.
On the old 9-3 or 900, the lock cylinder can get gummed up and even the electrical switch beneath so maybe it was enough with what you did for now.
It is many moving pieces in there on a stick shift and first you have the lock tumbler, then the tumbler pop up/reverse lockout function with springs and levers and then the electrical switch below that.
