I assume your readings are in psi not bar running with vacuum line removed from fpr should give you 3 bar which would be 44 to 45 psi. Find out if a entire sending unit ( oem) fuel pump was installed or a pump kit which would include some hoses which are very hard to seal correctly. I highly recommend the oem fuel sending unit. I have seen numerous pump kits installed that leaked pressure out in the tank and lead to low fuel pressure numbers like those.
