I don't think one volt would pull down the relay. Where are you measuring the one volt exactly. The easy way is to Scothlock the wires at pin 10 and pin 6 of the range switch connector and see if the problem goes away. If you are seeing one volt at pin 85 of hte relay that would be normal as most of the voltage would drop accross the relay coil.
