Turbo surging while accelerating

Hi all,
I have a 1999 9-3 base coupe with the stock B204L engine and a manual transmission. I bought it in May with 84k miles on the clock; it now has 88k.
When I get the turbo into the red on the gauge (i.e. at or near wide open throttle, particularly in 2nd and 3rd gear), the boost level starts to waver back and forth between the yellow and red -- basically, the car pulls like it usually would, then the boost drops, then the car pulls again, then it drops again. On the gauge, the needle goes from about a quarter of the way into the red back to the yellow, and so on. I don't think that I'm hitting the boost limiter, because the fuel supply isn't cutting out; only the boost is dropping.
Here's what I've done so far:
- When I bought the car in May, the wastegate actuator arm was rusted to the wastegate lever, such that it wouldn't open the wastegate at high boost levels (leading to fuel cutoff). I got the joint free eventually, but it is possible that I could have done some damage to the actuator itself (I read that the rubber membrane inside can be fragile and I tried to be careful, but anything is possible).
- Replaced BPC valve.
- Replaced spark plugs and air filter.
- Tried running premium gas.
None of the above fixed the problem. Any ideas as to what to try next? Thanks!
