Faint battery light with key to ON position.

My new to me 2000 9-3 Turbo has a strange problem with the battery light glowing ever so faintly and has now left me stranded for the umpteenth time (other unrelated problems). Battery has been replaced a month ago (Bosch silver) for an unrelated problem. Here's the weird part, the battery light comes on faintly when first turning the key to the ON position and remains on once engine is running. Normally, the batt light is at full intensity when turning to ON position and goes out when engine starts. The battery reads 12 volts measuring with a multimeter but now car will not start (not enough juice to turn engine). I have managed to drain the battery down to about 10 volts cranking it. Does this sound like an electrical problem? Why does the battery light glow faintly all the time, even when the engine is not running?
