HELP. Soaking wet puddles in passenger footwell.

Thought I left something open one day last week when I saw a puddle in the passenger foot well. totally soaked. it's been raining a lot lately. So I dried it all out, and again it happened yesterday after heavy overnight rain. The sunroof is definitely shut, and the windows don't let in any water (i just went through a carwash to check. and nothing is coming in like that), so where is it coming from, and how can i clear it.
I searched and read here to poke a screwdriver into the rear rubber drains under the rear bumper to maker sure that drain is open and not full of mud. I did that and no water came out. It felt clear. I think it's clear anyway? But again this morning: more water. HELP!!!
Where is this drain blockage? assuming it is a drain blockage. And how do I clean it out? Are there other drains like those at the rear bumper somewhere?
