I think this is the temperature sensor... it looks like a little bullseye grill thing down by the heated seat buttons.
This will measure the temperature inside the cabin of the car even if the Heat/AC is not on, and occasionally it gets much louder. It's a little fan that pulls air into the sensor area.
I have not had to try to repair this device, but from what I've heard it gets loud when the bushing (Bearing?) gets worn down. Some people simply pull it out, clean it up, and then re-insert 'upside down' with the theory that it will then push on the mounting bearing in the opposite direction.
It usually goes off 30sec after the car is off tops for me, I havn't looked into what is controlling the timing on the part.
